加拿大移民、难民及公民部 (Immigration, Refugees and Citizenship Canada,IRCC) 推出新的Temporary Public Policy, 为已经在加拿大工作的外国人提供更多学习和职业提升的灵活性。

自2026年9月4日起, 符合条件并持有有效加拿大 Work Permit(工作许可)的外国人, 可以就读不超过6个月的课程或学习项目, 而无需另外申请Study Permit。

一个特别值得注意的变化是: 符合政策条件的申请人 可以进行full-time study(全日制学习)。

谁可以使用这项政策?

最重要的基本条件是, 申请人必须持有有效的加拿大工作许可。

如果符合条件, 工签持有人可以参加 不超过6个月的课程或学习项目, 而不需要另外取得Study Permit。

这项政策尤其可能适合希望在加拿大工作期间 进一步提升职业技能的人,例如:

  • 短期职业培训;
  • 技能提升课程;
  • 专业执照或认证课程;
  • 医疗、幼教、技工等职业所需的短期培训;
  • 其他不超过6个月的专业课程。

这项政策有什么实际意义?

很多已经在加拿大工作的外国人, 为了职业发展可能需要取得额外的加拿大培训、 专业资格或者行业认证。

过去,如果学习计划涉及较正式的课程, 申请人往往需要先考虑是否必须申请Study Permit。

现在,对于符合这项Public Policy条件、 而且课程长度不超过6个月的工签持有人来说, 可以更加灵活地在加拿大工作期间 完成短期学习或职业培训。

这项政策并不是新的永久居民移民项目, 但对于已经在加拿大工作、 希望取得职业认证或提升技能的人来说, 是一个非常实用的新选择。

最需要注意:CEC和Express Entry工作经验

如果申请人未来计划通过 Canadian Experience Class(CEC) 或Express Entry申请永久居民, 这一点尤其重要。

在这项Public Policy下进行 full-time study期间取得的工作经验:

  • 不能用于满足Canadian Experience Class(CEC) 的最低加拿大工作经验要求;
  • 不能获得Express Entry CRS中的 Canadian work experience分数。

因此,如果申请人目前正在累计 CEC所需要的一年加拿大工作经验, 或者依靠加拿大工作经验增加CRS分数, 在决定全职学习之前, 应该先评估这段学习期间 对自己的永久居民计划会有什么影响。

如果课程有Co-op或Practicum怎么办?

另一个容易产生误解的问题, 是课程中的Co-op、Practicum或其他实习安排。

“不需要Study Permit” 并不代表课程中的所有实习工作 都自动获得工作授权。

如果短期课程包含Co-op或Practicum, 申请人仍然需要另外判断, 自己现有的Work Permit 是否允许从事相关工作。

Study Permit exemption 和work authorization是两个不同的问题。 在报名包含实习的课程前, 最好先确认自己的工作许可条件。

超过6个月的课程怎么办?

这是这项Public Policy最重要的限制之一。

新政策并没有允许所有工签持有人 无限期地在加拿大读书。

如果计划就读的课程或项目 超过6个月, 一般仍然需要按照正常规定 申请Study Permit。

因此,在注册College、University 或者较长期的职业培训课程之前, 应当先确认自己的学习计划 是否真正符合Study Permit exemption。

对加拿大工签持有人意味着什么?

对很多已经在加拿大工作的外国人来说, 这6个月可能带来一个很有价值的机会。

如果你的职业发展需要短期培训、 加拿大专业认证或者技能提升, 现在可能不必为了一个几个月的课程 另外申请Study Permit。

合理利用这个机会, 不仅可以提高职业竞争力, 也可能帮助申请人为下一份工作、 职业认证以及未来的加拿大移民规划 做更充分的准备。

不同申请人的Work Permit类型、 课程长度、学习方式、 实习安排以及未来的移民计划可能不同。 在报名课程之前, 建议把学习计划和未来的永久居民路径 一起进行评估。

Work Permit Holders Can Study Full-Time for Up to 6 Months Under New IRCC Public Policy

Immigration, Refugees and Citizenship Canada (IRCC) has introduced a new Temporary Public Policy providing greater flexibility for foreign workers who wish to pursue short-term studies in Canada.

Effective September 4, 2026, eligible foreign nationals holding a valid Canadian work permit may undertake a course or program of study lasting six months or less without obtaining a separate study permit.

Importantly, eligible studies may also be undertaken full-time.

Who May Benefit?

The basic requirement is that the foreign national must hold a valid Canadian work permit.

Eligible work permit holders may undertake a course or program lasting six months or less without obtaining a separate study permit.

The policy may be particularly useful for workers interested in:

  • short-term vocational training;
  • skills upgrading;
  • professional licensing or certification;
  • health care, skilled trades or early childhood education training; or
  • other professional programs lasting no more than six months.

Why Does This Matter?

Many foreign workers in Canada need additional training, professional qualifications or Canadian certification to advance their careers.

The new policy provides eligible workers with greater flexibility to complete short-term studies while building their careers in Canada.

Important Impact on CEC and Express Entry Work Experience

Applicants who plan to apply for permanent residence through the Canadian Experience Class or Express Entry should pay particular attention to the work experience rules.

Work experience obtained while studying full-time under this public policy:

  • cannot be counted toward the minimum Canadian work experience requirement for the Canadian Experience Class (CEC); and
  • cannot earn Canadian work experience points under the Express Entry Comprehensive Ranking System (CRS).

Individuals who are currently accumulating Canadian work experience for CEC or CRS purposes should therefore carefully consider the effect of full-time studies before enrolling in a program.

What If the Program Includes a Co-op or Practicum?

A study permit exemption does not automatically authorize all work performed as part of a co-op or practicum.

If a short-term program includes a practical placement, the individual should separately confirm whether the existing work permit authorizes the work involved.

What If the Program Is Longer Than Six Months?

The policy does not provide an unlimited exemption from Canada's study permit requirements.

If the intended course or program lasts longer than six months, the individual will generally still need to apply for a study permit under the regular rules.

A New Opportunity for Workers in Canada

Although this Temporary Public Policy does not create a new pathway to permanent residence, it provides many foreign workers with a useful new option.

For individuals who need short-term training, professional certification or additional Canadian qualifications, these six months may provide a valuable opportunity to strengthen their skills and improve their career prospects.

At the same time, work permit holders should consider how their study plans interact with future CEC, Express Entry and other permanent residence strategies.
