加拿大的国际学生政策正在发生明显变化。根据加拿大移民、难民及公民部（IRCC）公布的学生入境数据，2026年1月至7月，约28,200名新国际学生抵达加拿大，比2024年同期减少80%，少了约113,830人。
这组数字很醒目，但不能据此认定加拿大已经关闭留学大门。加拿大正在控制总体规模，同时调整国际学生项目，吸引符合其教育及人才需求的学生。
国际学生人数确实大幅下降
自2024年起，加拿大实施学签配额，并陆续调整省或地区证明信（PAL/TAL）及毕业工签的相关规定。2026年新国际学生入境目标为155,000人；截至7月底，实际入境人数为28,200人。
不过，国际学生入境有季节性，秋季开学前通常会出现高峰。不能仅以头七个月的数字推算全年结果。IRCC预计2026年最多签发约408,000份学签，其中约155,000份对应新入境学生，其余约253,000份涉及现有或返加学生的续签。因此，155,000不是全年学签签发总数。
政策正在调整学生结构
从2026年1月1日起，符合条件、就读加拿大公立指定学习机构硕士或博士学位课程的申请人，无须提交PAL/TAL。符合条件的境外博士学签申请人还可获得较快处理。这些安排显示，加拿大正在鼓励研究生人才申请，同时继续控制整体规模。
对计划留学加拿大的人意味着什么？
选择学校和课程时，应结合申请人的既有教育、职业经历和未来目标，认真说明学习计划，并准备充分的资金证明。是否符合学签要求，仍须按照个人情况和现行规定逐项判断。
政策变了，机会并未消失。越是在调整时期，越需要提早了解入学、学签和毕业后工作的各项规定，制定适合自身背景的计划。

Canada’s international student policies are changing. According to Immigration, Refugees and Citizenship Canada (IRCC), about 28,200 new international students arrived between January and July 2026. That is 80% fewer than in the same period in 2024, a decline of about 113,830 people.
The decline is striking, but it does not mean Canada has closed its doors to international students. Canada is limiting overall numbers while adjusting its international student program and attracting students who meet its education and talent needs.
International Student Arrivals Have Fallen Sharply
Since 2024, Canada has introduced a study permit cap and changed rules concerning provincial or territorial attestation letters (PAL/TAL) and post-graduation work permits. Its target for new international student arrivals in 2026 is 155,000; by the end of July, 28,200 had arrived.
Arrivals are seasonal, however, and typically rise before the fall academic term. The first seven months cannot simply be used to project the annual result. IRCC expects to issue up to approximately 408,000 study permits in 2026: about 155,000 associated with new student arrivals and approximately 253,000 extensions for continuing or returning students. The 155,000 figure is not the total study permit issuance limit.
The Student Population Is Changing
Starting January 1, 2026, eligible applicants for master’s or doctoral degree programs at public designated learning institutions do not need a PAL/TAL. Certain doctoral study permit applications made from outside Canada may also receive faster processing. These measures show an effort to encourage graduate talent while controlling overall numbers.
What Does This Mean for Prospective Students?
When choosing a school and program, applicants should consider how the studies fit their education, work experience and future goals. They should explain their study plan clearly and provide sufficient financial evidence. Study permit eligibility still depends on each person’s circumstances and the current rules.
Policies have changed, but opportunities remain. Careful early planning should account for admission, study permit and post-graduation work rules in light of the student’s background.
