最近,我们接到一家人的咨询。孩子此前在加拿大读中学,计划升读专上课程,但仍在准备学校要求的英语成绩,暂时无法确定何时取得正式录取文件。与此同时,孩子现有学签即将到期,父母的 Visitor Record 也将在数周后到期。

父母希望继续留在加拿大陪伴孩子,担心必须等孩子的新学签获批,才能申请自己的续期。

这个家庭需要处理的,是三个人各自的身份。

孩子:先确认能否及时申请下一阶段的学签

从中学升读专上课程,不能简单地当作在原学校继续读书。申请时需要核对新学校的录取情况,以及是否需要省级证明信(PAL)。

如果必要文件尚未取得,就必须在现有学签到期前评估孩子自己的身份安排,不能因为预计将来会申请学签,就忽略眼前的到期日。

父母:陪伴孩子可以是续期理由

父母希望在孩子升学过渡期间陪伴、照顾他,可以在各自的 Visitor Record 续期申请中如实说明。

他们不必等孩子的新学签获批才递交申请,但应提供现有的家庭及升学资料,解释为何需要继续停留、计划停留多久,以及如何负担在加拿大的生活费用。

即使此前已经获批过一次 Visitor Record,仍可再次申请。每一次续期都由 IRCC 根据当次提交的情况和材料决定,并非自动获批。

离境再入境:不能代替身份规划

这家人也考虑过先离境、以后再回来。

需要分清的是:多次往返签证用于前来加拿大,Visitor Record 用于记录获准在加拿大停留的期限。再次入境时,是否准许入境、准许停留多久,仍由边境官员决定;不能预设每次回来都能再住六个月。

这宗咨询的关键,是把孩子的学签、父母的访客续期和将来的长期居留目标分开评估。先守住每个人当前的身份期限,再根据录取结果和家庭的实际计划,决定下一步。

We recently spoke with a family whose child had been studying at a Canadian secondary school and planned to move on to a post-secondary program. The child was still preparing the English-language results required by the school, so the timing of a formal letter of acceptance was uncertain. Meanwhile, the child’s study permit was approaching expiry, and both parents’ visitor records would expire a few weeks later.

The parents wanted to remain in Canada to support their child. They wondered whether they had to wait for the child’s new study permit to be approved before applying to extend their own stay. Each family member’s status needs to be addressed separately.

The child and the next study permit

Moving from secondary school to a post-secondary institution is more than a routine extension at the same school. The family needs to confirm the new school’s admission requirements and whether a provincial attestation letter (PAL) is required.

If the necessary documents are not yet available, the child’s options must be assessed before the current study permit expires. An intention to apply for a study permit later does not, by itself, extend the child’s status.

The parents and their visitor records

The parents can explain in their own visitor record applications why they wish to remain in Canada during their child’s transition to post-secondary education. They do not have to wait for the child’s new study permit to be approved before submitting their applications.

Their applications should include the family and education documents currently available, a clear explanation of the support they will provide, the length of stay requested, and evidence that they can cover their living expenses.

Having received a visitor record extension before does not prevent them from applying again. IRCC will assess each new application on its own facts and evidence.

Leaving and returning to Canada

The family also considered leaving Canada and returning later. A multiple-entry visa allows a person to travel to Canada while the visa is valid; a visitor record documents how long they are authorized to stay in Canada.

On a later trip, a border officer decides whether to admit them and how long they may stay. Another six-month stay should never be assumed.

For this family, the immediate task is to protect each person’s current status. The child’s study permit, the parents’ visitor extensions, and the family’s longer-term goals can then be assessed in light of the school’s admission decision and their actual plans.
