申请加拿大访问签证,除了证明有足够的旅行资金,还需要让签证官相信:访问目的真实、停留安排合理,并且会在获准停留期结束后离境。

IRCC公布的《2026年副部长交接资料》明确提到,近年来采取的反欺诈措施已加强访客签证审查。文件还说明,IRCC于2025年9月针对访客签证启用了“全球风险框架”,用于监测风险并采取干预措施。这是对既有措施的说明,并非2026年9月新推出的一套申请条件。

对申请人而言,关键是材料能否形成一个可信、连贯的解释。

准备申请时,建议重点检查:

  • 访问目的是否具体:为什么来加拿大、探望谁、计划停留多久,行程是否与实际情况相符。

  • 资金是否解释清楚:谁承担费用,资金如何积累,大额或近期转入的款项是否有证据支持。

  • 回国安排是否可信:工作、经营、家庭责任及其他生活安排,能否支持按时离境的计划。

  • 信息是否一致:表格、说明信、银行流水和以往签证记录之间,是否存在遗漏或矛盾。

这些是准备材料的实务建议,并非上述简报新增的文件清单。

对于曾被拒签的申请人,再次申请前尤其需要检查:上次拒签所反映的问题,这次是否已得到实质回应。增加存款或重复提交原有材料,未必能消除签证官的疑虑。

一份有说服力的申请应该让签证官看得清楚:申请人为什么来、费用如何承担,以及为什么会按时离开。

Applying for a Canadian visitor visa involves more than showing sufficient travel funds. Applicants also need to demonstrate a genuine purpose of visit, reasonable travel plans, and an intention to leave Canada at the end of their authorized stay.

IRCC’s Deputy Minister Transition Binder 2026 confirms that measures taken in recent years have tightened visitor visa screening. It also explains that the Global Risk Framework was launched for visitor visas in September 2025 to monitor integrity risks and support interventions. This describes existing measures rather than a new set of application requirements introduced in September 2026.

For applicants, the key is whether their documents present a credible and consistent account of their circumstances.

When preparing an application, consider:

  • Purpose of visit: Why are you travelling to Canada, whom will you visit, and how long will you stay? Do your plans fit your circumstances?
  • Financial evidence: Who will pay for the trip? How were the funds accumulated? Can significant or recent deposits be explained with supporting records?
  • Reasons to return: Do your employment, business activities, family responsibilities, and other commitments support your planned departure?
  • Consistency: Do the application forms, explanation letter, bank records, and previous visa applications agree?

These are practical preparation suggestions, rather than a new document checklist introduced by the briefing.

For applicants with a previous refusal, an especially important question is: Does the new application meaningfully address the concerns behind the earlier refusal? Increasing the bank balance or resubmitting the same documents may leave those concerns unresolved.

A persuasive application should clearly explain why you are visiting, how the trip will be funded, and why you will leave on time.
