Canada’s Online Asylum Claim Process Changes November 3: A Reminder for Unsubmitted Claims
加拿大移民局（IRCC）宣布，自 2026年11月3日起，IRCC Portal 内的难民保护申请提交流程将有所调整。已经开始填写、但尚未提交申请的人士，应提前检查账户及材料。
已开始填写的申请，会受到什么影响？
如果在 2026年11月2日晚上11:59（加拿大东部时间）之前完成提交，申请人无须仅因这次流程调整重新提供资料，除非IRCC另行要求。
如果届时仍未提交，已填写的个人资料会保留，但申请人需要按照新流程回答新增问题，并重新检查此前的答案。
保存草稿不等于正式提交。申请人应确认账户显示的实际状态，并保留提交确认记录。
在入境口岸提出的申请，也要检查
如果您已向加拿大边境服务局（CBSA）提出难民申请，并被要求到网上完成后续步骤，应检查申请是否已关联至 Portal 账户，以及是否已正式提交。
根据目前官方说明，未在上述时间前完成关联或提交的人士，仍须完成关联、回答新增问题并复核旧答案；CBSA此前收集的资料会保留。
申请提醒
上述日期是网上流程转换的时间节点，不应视为所有难民申请统一适用的递交期限。您仍须遵守IRCC、CBSA或加拿大移民及难民委员会（IRB）对个案发出的要求和期限。
建议提前核对本人及家庭成员资料、申请理由和支持文件，避免临近转换时间才发现遗漏，也不要为了赶时间提交未经核对的答案。

Immigration, Refugees and Citizenship Canada (IRCC) will change how asylum claims are submitted through the IRCC Portal on November 3, 2026. Applicants with unfinished claims should review their accounts and documents before the transition.
What Happens to an Unfinished Claim?
If you submit your claim by 11:59 p.m. Eastern Time on November 2, 2026, you will not need to provide additional information because of this change unless IRCC requests it.
If your claim remains unsubmitted, your personal information will be saved, but you will need to answer new questions and review previous answers.
Saving a draft is not the same as submitting a claim. Check your account status and keep your submission confirmation.
Claims Started at a Port of Entry
If the Canada Border Services Agency (CBSA) instructed you to complete your claim online, check whether it has been linked to your Portal account and submitted.
Under the current official instructions, applicants who have not completed these steps before the transition must complete the linking process, answer new questions and review previous answers. Information previously collected by CBSA will be saved.
Prepare Carefully
This is a Portal transition cutoff, not a universal filing deadline. Any individual deadlines imposed by IRCC, CBSA or the Immigration and Refugee Board of Canada (IRB) still apply.
Review personal and family details, the basis of your claim and supporting documents early. Do not submit unchecked answers simply to meet the transition cutoff.
