准备难民申请或移民上诉材料时，有些人会让AI把个人经历“写得更完整、更有说服力”。但涉及提交给加拿大移民及难民委员会（IRB）的个人证据，这种做法可能违反规定。
IRB关于人工智能使用的实务通知已于 2026年9月7日生效，适用于其全部四个审理部门，包括难民保护、难民上诉、移民审理及移民上诉程序。
个人经历不能交给AI生成或实质改写
通知禁止使用AI起草难民申请理由陈述（BOC narrative）、宣誓书或证人声明，也禁止用AI改写个人故事，或制作、修改照片、视频、截图等佐证材料。
拼写检查、轻微语法修正和格式整理仍可使用，但不能生成证据或实质改变内容。判断重点是工具实际做了什么，而不是把操作称为“润色”还是“修改”。
AI翻译也需要披露
使用AI翻译或转录必须披露。翻译文件仍须符合人工译者声明要求；其他允许使用AI生成或实质修改的提交材料，也须按通知附上声明并核实内容。披露AI使用，并不能使原本被禁止的个人证据代写变得合规。
申请提醒
违反规定可能导致文件不被接纳、证据不被采信或可信度受到负面评价；代理人还可能面临监管转介或出庭限制。
这份通知针对IRB程序，不应扩大解释为所有IRCC签证及移民申请一律禁止使用AI。准备材料前，应先确认文件用途和适用要求。
个人证据应忠实反映本人所知、所见及所经历的事实。语言更流畅，不能代替真实性。

Can AI Write Your Refugee Narrative? IRB Rules Set Clear Limits
Applicants sometimes use AI to make personal accounts sound more complete or persuasive. For personal evidence submitted to Canada’s Immigration and Refugee Board (IRB), this may breach its rules.
Effective September 7, 2026, the IRB’s AI practice notice applies across all four divisions, covering refugee claims, refugee appeals, immigration hearings and immigration appeals.
Personal Evidence Must Not Be AI-Generated
AI must not draft or materially rewrite Basis of Claim narratives, affidavits or witness statements, or create or alter supporting photographs, videos or screenshots.
Minor spelling, grammar and formatting assistance remains permitted if it does not generate evidence or materially change it.
Translation Requires Disclosure
AI-assisted translation and transcription must always be disclosed. Translated documents still require a human translator’s declaration. Other permitted AI-generated or materially changed submissions require the prescribed declaration and verification.
Disclosure does not make prohibited AI drafting of personal evidence permissible.
Why This Matters
Non-compliance may affect document acceptance and credibility. Counsel may face regulatory referrals or restrictions on appearing before the IRB.
This notice governs IRB proceedings; it is not a blanket AI prohibition for every IRCC application.
Personal evidence should faithfully reflect the individual’s knowledge and experience. Polished language cannot replace authenticity.
