IRCC于10月15日公布Express Entry改革咨询最终报告，汇总各方对项目整合及综合排名系统（CRS）调整的意见。这份报告本身没有使拟议改革生效。
哪些方向值得关注？
讨论内容包括合并联邦技术移民（FSW）、加拿大经验类（CEC）及联邦技工移民（FST），并调整最低语言要求；同时考虑高工资职业相关评分，检视年龄、加拿大教育、配偶、兄弟姐妹及职业资格认证的计分方式。以上仍属于改革讨论方向。
咨询意见不等于最终决定
调查中，41%的受访者支持合并三个项目，46%倾向保留独立项目。这些结果反映参与者意见，不代表加拿大整体民意，也不代表IRCC最终决定。报告指出，后续可能涉及法规及部长指令调整；拟议法规修订将通过《加拿大公报》第一部分公布。
申请提醒
不要仅凭咨询报告修改EE档案，或假设自己已经获得新的加分。档案仍应准确反映实际情况，并依据适用规则更新。移民规划可以关注改革方向，但具体行动应以正式规则、生效日期及过渡安排为依据。

Express Entry Reform Consultation Report: What Should Applicants Watch?
IRCC published its final Express Entry reform consultation report on October 15, summarizing feedback on program consolidation and changes to the Comprehensive Ranking System (CRS). The report itself does not bring the proposed reforms into force.
What Is Under Consideration?
Topics include merging the Federal Skilled Worker Program, Canadian Experience Class and Federal Skilled Trades Program, alongside changes to minimum language requirements. Other proposals concern high-wage occupations and scoring for age, Canadian education, spouses, siblings and occupational qualifications. These remain reform proposals.
Feedback Is Not a Final Decision
Among survey respondents, 41% supported merging the programs and 46% preferred keeping them separate. These findings represent participants’ views, not the Canadian population or IRCC’s final decision.
Further changes may require regulatory amendments and revised Ministerial Instructions. Proposed regulatory amendments will be published in the Canada Gazette, Part I.
What Should Applicants Do?
Do not change your Express Entry profile or claim new points solely because of this report. Keep your information accurate and follow applicable rules. Planning decisions should reflect formally adopted requirements, effective dates and transition provisions.
