同周相差97分:法语类别抽签一次发出5,000份邀请

加拿大移民部(IRCC)于2026年7月9日进行了新一轮 Express Entry快速通道类别抽签。本轮抽签针对符合条件的法语能力类别候选人, 共发出5,000份永久居民申请邀请(Invitation to Apply,ITA), 最低综合排名系统分数(CRS)为420分。

本轮抽签是加拿大移民部在四天之内进行的第三轮Express Entry抽签。 在此之前,IRCC分别于7月6日进行了省提名类别抽签, 并于7月7日进行了加拿大经验类(CEC)抽签。

一、本轮抽签基本情况

本轮法语类别抽签的主要信息如下:

如果多名候选人的CRS分数均为420分,只有在上述同分筛选时间之前 提交Express Entry档案的候选人,才可能在本轮获得邀请。

IRCC会根据候选人的CRS分数对符合本轮类别要求的申请人进行排名, 并从中邀请排名最高的候选人申请永久居民身份。

二、420分是2026年法语类别抽签的最高分

虽然本轮一次发出了5,000份邀请,但最低邀请分数却上升至420分, 成为截至目前2026年法语类别抽签中最高的一次。

截至2026年7月9日,IRCC已经通过七轮法语类别抽签累计发出 35,500份永久居民申请邀请。

从邀请数量来看,法语类别仍然是2026年Express Entry中规模最大的 定向类别之一。但是,最低邀请分数从3月18日的393分逐步上升至本轮的420分, 也说明符合条件的法语候选人之间的竞争正在增加。

三、为什么邀请人数增加,分数反而上升?

本轮邀请人数从上一轮的4,500人增加至5,000人, 但最低分数却由409分上升至420分。

这通常意味着,在两轮抽签之间,有较多CRS分数较高、 并且符合法语类别要求的候选人进入了Express Entry候选池; 或者已有候选人通过提高语言成绩、增加工作经验、取得新的学历, 或改善其他评分因素,提高了自己的CRS分数。

因此,邀请人数增加,并不必然意味着最低邀请分数一定下降。 最终分数仍然取决于抽签当天符合该类别要求的候选人数, 以及这些候选人的CRS分数分布。

本轮结果同时说明,法语类别虽然仍然为许多总分低于CEC抽签分数的候选人 提供了重要机会,但它已经不能简单地被理解为一条 “低分即可获邀”的途径。

四、谁可以参加法语类别抽签?

法语类别抽签并不是一个独立的移民项目。

申请人首先必须符合Express Entry管理的至少一个联邦经济类移民项目,包括:

  • 加拿大经验类(Canadian Experience Class);
  • 联邦技术移民类别(Federal Skilled Worker Program);
  • 联邦技工类别(Federal Skilled Trades Program)。

在此基础上,申请人的法语考试成绩还必须达到加拿大语言等级NCLC 7, 并且听、说、读、写四项能力均不得低于NCLC 7。

IRCC目前认可的法语考试主要包括:

  • TEF Canada;
  • TCF Canada。

候选人只有先符合Express Entry基本入池条件,并满足本轮法语类别要求, 才可能参加法语类别排名。

获得类别资格并不等于自动获得邀请。IRCC仍然会按照CRS分数, 从符合条件的候选人中依次邀请排名最高的人。

五、学习法语可能带来两方面优势

对于希望通过Express Entry申请加拿大永久居民身份的人来说, 法语能力可能产生两方面的作用。

第一,取得法语类别抽签资格

符合NCLC 7要求的候选人可以进入法语类别抽签范围。 与同期CEC抽签相比,法语类别的最低分数通常明显较低。

2026年7月7日CEC抽签的最低分数为517分, 而两天后的法语类别抽签分数为420分, 两者相差整整97分

第二,直接提高CRS分数

较好的法语成绩本身也可能增加CRS分数。 部分同时具备英语和法语能力的申请人, 还可能通过第二官方语言能力及英法双语组合获得额外分数。

因此,法语并不仅仅是取得类别抽签资格的工具, 也可能直接改善申请人的整体CRS竞争力。

但是,申请人仍需综合考虑自己的语言基础、备考时间、现有英语成绩、 年龄、学历、工作经验和身份有效期等因素。

对于完全没有法语基础、工签即将到期或时间非常有限的申请人而言, 学习法语未必能够立即解决其永久居民申请问题。

六、7月连续三轮抽签反映什么趋势?

2026年7月初,IRCC连续进行了三轮不同类型的Express Entry抽签:

三轮抽签共发出7,534份永久居民申请邀请。

这一组合反映出目前Express Entry并不是单纯按照一个统一分数线 邀请所有候选人,而是同时通过省提名、加拿大经验类及类别定向抽签, 实现不同的移民政策目标。

对于申请人来说,仅仅查看自己的CRS总分已经不够。 还需要进一步判断自己是否符合CEC、省提名、法语、医疗、技工、 教育、运输或其他类别的具体要求。

七、对申请人的实际提醒

已经符合Express Entry入池条件并具备法语能力的候选人, 应当确认自己的TEF Canada或TCF Canada成绩已经正确填写在 Express Entry档案中,并留意语言成绩的有效期。

分数接近420分但未在本轮获得邀请的候选人,还应检查:

  • Express Entry档案是否仍然有效;
  • 法语听、说、读、写四项是否均达到NCLC 7;
  • 语言考试信息是否填写准确;
  • 工作经历、学历及配偶信息是否已经及时更新;
  • 是否可能通过提高语言成绩、增加工作经验或省提名进一步提高分数。

收到ITA后,申请人通常需要在规定期限内提交完整的永久居民申请。 Express Entry档案中的工作经历、学历、语言成绩、婚姻状况及其他信息, 必须能够通过相应文件证明。

获得邀请并不等于永久居民申请已经获批。 如果申请人在入池时错误计算工作经验、填错NOC职业代码、遗漏家庭成员, 或者无法提供支持其CRS分数及类别资格的文件,仍然可能面临拒签; 严重情况下还可能涉及虚假陈述问题。

结语

2026年7月9日的法语类别抽签再次表明, 法语能力仍然是Express Entry体系中非常重要的政策方向。 一次发出5,000份邀请,说明IRCC仍在通过较大规模的类别抽签吸纳法语人才。

但本轮最低分数上升至420分,同样提醒申请人: 随着越来越多人将法语作为提高Express Entry竞争力的重要途径, 法语类别内部的竞争也在逐渐增加。

对于有一定法语基础、距离NCLC 7并不遥远, 或者目前CRS分数难以达到CEC抽签水平的候选人, 提升法语能力仍然值得认真评估。

但申请人应当结合自身条件制定完整方案, 而不应只根据某一次抽签分数, 简单判断自己是否一定能够获得邀请。

A 97-Point Gap in the Same Week: French-Language Draw Issues 5,000 Invitations

Immigration, Refugees and Citizenship Canada (IRCC) conducted a new Express Entry draw on July 9, 2026, targeting candidates eligible under the French-language proficiency category.

A total of 5,000 Invitations to Apply (ITAs) for permanent residence were issued, with a minimum Comprehensive Ranking System (CRS) score of 420.

This was the third Express Entry draw held within four days. IRCC had previously conducted a Provincial Nominee Program draw on July 6 and a Canadian Experience Class draw on July 7.

When multiple candidates have the same CRS score of 420, only those who submitted their Express Entry profiles before the tie-breaking date and time may have received an invitation.

2. A CRS Score of 420 Is the Highest French-Language Draw Score in 2026

Although IRCC issued 5,000 invitations in this round, the minimum CRS score increased to 420. This was the highest cut-off score among French-language proficiency draws conducted so far in 2026.

As of July 9, 2026, IRCC had issued a total of 35,500 invitations through seven French-language proficiency draws.

French-language proficiency remains one of the largest targeted Express Entry categories in 2026. However, the increase from 393 points on March 18 to 420 points in this draw also indicates that competition among eligible French-speaking candidates is growing.

3. Why Did the CRS Score Increase Even Though More Invitations Were Issued?

The number of invitations increased from 4,500 in the previous French-language draw to 5,000 in this round. However, the minimum CRS score also increased from 409 to 420.

This may indicate that a larger number of high-scoring candidates who met the French-language category requirements entered the Express Entry pool between the two draws.

Existing candidates may also have improved their CRS scores by obtaining stronger language results, gaining additional work experience, completing further education, or improving other ranking factors.

A larger number of invitations does not necessarily result in a lower CRS cut-off. The final score depends on the number and score distribution of eligible candidates on the date of the draw.

4. Who Can Participate in a French-Language Category Draw?

The French-language proficiency category is not a separate immigration program.

A candidate must first qualify for at least one of the federal economic immigration programs managed through Express Entry:

  • Canadian Experience Class;
  • Federal Skilled Worker Program; or
  • Federal Skilled Trades Program.

The candidate must also achieve at least NCLC 7 in speaking, listening, reading, and writing.

IRCC currently accepts:

  • TEF Canada; and
  • TCF Canada.

Meeting the French-language category requirements does not guarantee an invitation. IRCC continues to rank eligible candidates according to their CRS scores.

5. French-Language Ability May Provide Two Advantages

First, candidates who achieve at least NCLC 7 in all four abilities may become eligible for French-language category draws. The minimum CRS scores in these draws have generally been significantly lower than those in recent Canadian Experience Class draws.

The July 7, 2026 Canadian Experience Class draw had a minimum CRS score of 517. Two days later, the French-language draw had a minimum score of 420—a difference of 97 points.

Second, strong French-language results may directly increase a candidate’s CRS score. Candidates who are proficient in both English and French may receive additional points for second official-language ability and certain English-French combinations.

French is therefore not merely a way to qualify for a category-based draw. It may also improve a candidate’s overall CRS competitiveness.

Candidates should nevertheless consider their existing language ability, preparation time, English results, age, education, work experience, and temporary status before adopting French study as an immigration strategy.

6. What Do the Three Consecutive July Draws Indicate?

Together, these three draws issued 7,534 Invitations to Apply for permanent residence.

The results demonstrate that Express Entry is not operating through one cut-off score applicable to all candidates. IRCC is using PNP, CEC, and category-based draws to pursue different immigration objectives.

Candidates should therefore look beyond their overall CRS score and assess whether they may qualify under CEC, a provincial nomination, French-language proficiency, or another targeted category.

7. Practical Reminders for Candidates

Candidates with qualifying French-language ability should ensure that their TEF Canada or TCF Canada results have been entered correctly in their Express Entry profiles and remain valid.

Candidates close to 420 who did not receive an invitation should review:

  • Whether their Express Entry profile remains active;
  • Whether all four French-language abilities meet NCLC 7;
  • Whether their language test information was entered accurately;
  • Whether their work, education, and spousal information is current;
  • Whether they can improve their score or obtain a provincial nomination.

Receiving an ITA does not mean that permanent residence has been approved. Candidates must still provide documents supporting the work experience, education, language results, marital status, CRS points, and category eligibility declared in the Express Entry profile.

Incorrect work-experience calculations, an inappropriate NOC code, undeclared family members, or unsupported CRS points may still result in refusal. Serious inaccuracies may also lead to a finding of misrepresentation.

Conclusion

The July 9, 2026 French-language proficiency draw demonstrates that French remains an important priority within Canada’s Express Entry system. The issuance of 5,000 invitations shows that IRCC continues to use large category-based draws to select French-speaking candidates.

At the same time, the increase in the minimum CRS score to 420 reminds candidates that competition within the category is increasing.

Improving French may be worth serious consideration for candidates who already have some French ability, are reasonably close to NCLC 7, or cannot currently reach recent CEC cut-off scores.

Immigration planning should nevertheless be based on the candidate’s complete circumstances rather than the result of a single draw.
