过去一年,很多申请人都有同样的感受: 以前并不难申请的加拿大访客签证 (Temporary Resident Visa,TRV), 现在似乎越来越严格了。

有稳定工作、有房产、有存款, 甚至曾多次出境旅行, 仍然可能收到拒签决定。 很多人认为,这是因为加拿大已经不欢迎游客了。

但如果看看加拿大移民部 (Immigration, Refugees and Citizenship Canada,IRCC) 最近公布的数据,也许会发现, 真正发生变化的,并不是访客签证本身, 而是整个加拿大移民系统。

加拿大正在努力减少难民庇护申请

根据IRCC最新公布的数据, 2026年1月至5月, 加拿大收到的庇护申请较2024年同期下降约66%。

其中,仅2026年5月, 通过临时居民身份,包括访客签证等, 提出的庇护申请人数, 就比2024年同期下降约84%。

从数字来看, 加拿大近年来采取的一系列措施 已经开始产生效果。

但有趣的是, 在难民庇护申请已经明显下降的同时, 访客签证的审查却并没有放松, 反而越来越严格。

为什么?

答案,很可能就在IRCC最近公布的新统计页面。

过去,很多人会把访客签证和难民庇护制度 看成两个完全不同的话题。

一个属于临时居民签证, 另一个属于难民保护制度。

但IRCC最新发布的官方统计页面, 却第一次把两者放到了同一个政策框架下。

在介绍难民庇护申请变化时, IRCC不仅提到了边境管理措施, 也特别提到:

  • 加强临时居民签证 (Temporary Resident Visa)审查;
  • 调整部分国家的签证政策;
  • 强化Program Integrity (项目完整性);
  • 改革难民庇护制度。

这些措施被放在一起,并不是巧合。

它反映出政府正在从整个移民系统的角度, 而不是单一签证类别的角度, 重新思考申请风险。

为什么TRV会影响难民庇护制度?

很多人会觉得: “我只是申请一个旅游签证, 和难民庇护制度有什么关系?”

原因很简单。

对于加拿大来说, 访客签证不仅决定一个人能否进入加拿大, 也意味着这个人未来可能进入加拿大移民系统。

绝大多数访客都会按时离境。

但也有一部分人在进入加拿大后, 并没有按照原来的临时居留目的停留, 而是在境内提出难民庇护申请。

近年来,加拿大政府不断强调 Program Integrity,也就是项目完整性。

目的之一, 就是确保不同类别的签证 能够回归各自原本的政策目标。

访客签证是为了短期访问加拿大, 而不是作为进入难民庇护程序的替代途径。

因此,签证官今天审查的, 已经不只是申请人有没有能力来加拿大旅行。

签证官也会更加关注, 申请人是否真正符合临时居民的身份要求。

为什么越来越多人觉得TRV变难了?

近两年来, 加拿大陆续采取了多项措施,包括:

  • 恢复部分国家的签证要求;
  • 扩大《安全第三国协议》 (Safe Third Country Agreement)的适用范围;
  • 加强临时居民签证审查;
  • 改革部分难民庇护程序。

这些政策看起来互不相关, 但实际上都指向同一个目标:

减少不符合临时居留目的的申请 进入加拿大移民系统。

因此,对于今天的TRV申请来说, 仅仅证明自己有资金、有工作, 已经越来越不够。

签证官还希望看到:

  • 为什么这次来加拿大?
  • 为什么会按时离开加拿大?
  • 个人背景、旅行目的和提交的材料之间, 是否能够形成完整、合理且可信的逻辑?

这对申请人意味着什么?

对于真正计划短期访问加拿大的人来说, 这些政策并不意味着加拿大关闭了大门。

相反,它意味着签证官会比过去更加关注 申请是否真实、完整, 并且符合访客签证原本的政策目的。

一份成功的TRV申请, 不只是证明申请人有能力来到加拿大。

更重要的是能够让签证官相信: 申请人在完成访问后, 会按照自己的计划离开加拿大。

随着加拿大持续加强Program Integrity, 这种审查思路, 很可能也会继续影响学习许可、 工作许可以及其他临时居民申请。

如果加拿大未来几年继续把 Program Integrity作为政策重点, 那么TRV、学习许可和工作许可的审查标准, 很可能会越来越趋于一致。

签证官关注的, 将不再只是申请人是否符合最低要求, 而是整个申请是否真实、合理, 并符合该签证类别的政策目的。

The Answer May Lie in Canada’s Asylum System

Over the past year, many applicants have shared the same impression: obtaining a Canadian Temporary Resident Visa (TRV) seems much more difficult than before.

Applicants with stable employment, property, substantial savings, and even a strong travel history are still receiving refusals.

Many people assume that Canada is simply becoming less welcoming to visitors.

However, recent data released by Immigration, Refugees and Citizenship Canada (IRCC) suggest that the real story is much broader.

The changing approach to TRV applications may reflect a shift in Canada’s overall immigration strategy rather than a change in tourism policy alone.

Canada Is Working to Reduce Asylum Claims

According to IRCC, asylum claims made between January and May 2026 were approximately 66% lower than during the same period in 2024.

Even more striking, asylum claims made by temporary residents, including visitors, during May 2026 were approximately 84% lower than in May 2024.

These figures suggest that the government’s recent policy measures are having a measurable impact.

Yet despite the decline in asylum claims, TRV applications have not become easier.

In fact, many applicants feel that the scrutiny has become even more rigorous.

Why?

The answer may lie in IRCC’s newly released statistics and the way the department now views temporary residents within the broader immigration system.

IRCC Is Looking at TRVs and the Asylum System Together

Traditionally, visitor visas and the asylum system have been viewed as two separate areas of immigration.

One concerns temporary entry to Canada. The other concerns international protection for individuals seeking refuge.

However, IRCC’s latest publications present these topics within the same policy framework.

When explaining the recent decline in asylum claims, IRCC highlights several related measures, including:

  • stronger scrutiny of Temporary Resident Visa applications;
  • changes to visa requirements for certain countries;
  • increased emphasis on Program Integrity; and
  • reforms to Canada’s asylum system.

This is significant.

Rather than treating each immigration program independently, IRCC appears to be taking a broader view of how different streams interact with one another and how applicants move through the immigration system.

Why Would Visitor Visas Affect the Asylum System?

Many people may wonder: “I am simply applying for a visitor visa. What does that have to do with asylum?”

The connection is straightforward.

A visitor visa does more than allow someone to enter Canada. It also represents a pathway into Canada’s immigration system.

The overwhelming majority of visitors leave Canada when their authorized stay ends.

However, some individuals later submit asylum claims after entering Canada as temporary residents.

For this reason, IRCC has placed increasing emphasis on Program Integrity, ensuring that each immigration program is being used for its intended purpose.

A visitor visa is designed for temporary travel, not as an alternative pathway into Canada’s asylum process.

As a result, visa officers today are assessing more than whether an applicant can afford a trip to Canada.

They are also evaluating whether the applicant genuinely meets the requirements and intentions of a temporary resident.

Why Does the TRV Process Feel More Difficult Today?

Over the past two years, Canada has introduced a number of policy changes, including:

  • restoring visa requirements for certain countries;
  • expanding the Safe Third Country Agreement;
  • strengthening the assessment of temporary resident applications; and
  • reforming various aspects of the asylum system.

At first glance, these measures may appear unrelated.

In reality, they all reflect a common objective: reducing the number of applications that enter the immigration system without matching the original purpose of the program.

For today’s TRV applicants, demonstrating financial capacity and employment alone is often no longer enough.

Visa officers increasingly want to understand:

  • Why is this person travelling to Canada?
  • Why will the applicant leave Canada at the end of the visit?
  • Does the applicant’s background, travel purpose and supporting evidence form a credible and consistent overall picture?

What Does This Mean for Future Applicants?

None of this means that Canada has stopped welcoming genuine visitors.

Rather, it means that officers are placing greater emphasis on whether an application is authentic, complete and consistent with the purpose of a temporary resident visa.

A successful TRV application today is not simply about proving that you can travel to Canada.

It is about convincing the visa officer that you genuinely intend to visit Canada temporarily and will leave when your authorized stay ends.

A successful TRV application is not only about proving that you can come to Canada. More importantly, it must persuade the visa officer that you will leave Canada as planned.

As Canada continues to strengthen Program Integrity, this approach is likely to influence not only visitor visas, but also study permits, work permits and other temporary resident applications.

If Program Integrity remains a central policy priority in the coming years, visa officers will likely focus less on whether an applicant merely meets the minimum legal requirements.

Instead, they will increasingly examine whether the entire application is genuine, credible and consistent with the purpose of the immigration program being applied for.
