Ontario Immigrant Nominee Program
Ontario Immigrant Nominee Program（OINP，安省省提名计划）根据安省经济与劳动力需求，提名符合条件的申请人申请加拿大永久居民。省提名获批后，永久居民申请仍由加拿大移民局（IRCC）作最终决定。
Ontario nominates eligible applicants whose skills and experience meet provincial needs. A provincial nomination is one stage of the process; IRCC makes the final permanent residence decision.

安省政府已推出 Ontario Workforce Priority stream（安省劳动力优先通道），并于2026年8月4日开放意向表达（EOI）登记。该通道涵盖 NOC TEER 0–5 的合资格安省工作聘书申请人，以及符合特殊条件的自雇医生。
The Ontario Workforce Priority stream is the current stream. Its EOI portal opened on August 4, 2026. It covers qualifying job offers across TEER 0–5 and eligible self-employed physicians.
原 Employer Job Offer 的 Foreign Worker、International Student、In-Demand Skills，硕士毕业生、博士毕业生，以及 Express Entry 的 Human Capital Priorities、French-speaking Skilled Worker 和 Skilled Trades 八个类别已关闭，不再按旧类别发出邀请。旧类别下获邀并已提交的申请，继续按递交时适用条件审理；尚未获邀的旧 EOI 和 Job Offer 不应视为新通道登记。
The eight former streams are closed. Applications submitted following an invitation under a former stream continue to be assessed under the rules in effect at submission. An old, uninvited EOI does not replace registration under the new stream.

技术职位工作聘书
Skilled Job Offers
需要安省合资格雇主提供全职、永久工作聘书。工作经验通常可通过以下之一满足：过去12个月在聘书职位连续工作6个月；合资格近期安省毕业生连续工作3个月；过去5年同 NOC 职业累计2年经验；或适用的强制执照／职业授权。
近期安省毕业生须在过去3年毕业于官方认可安省院校，取得指定学历。NOC 73300 卡车司机和 73301 公交等司机，即使持有执照或为近期毕业生，仍须满足6个月连续经验；部分工程、护理及药房职位有指定相关职业经验规则。
Experience can be demonstrated through qualifying experience in the offered position, two years in the relevant occupation, or a mandatory licence where permitted. Recent Ontario graduates may qualify with three months in the position. Transport and transit drivers remain subject to the six-month requirement.

Other Job Offers
须在过去2年内，在聘书对应职位、雇主及地点累计取得至少9个月有薪全职经验；最低语言为四项 CLB 4；学历至少为加拿大高中毕业或海外等同学历。
仍须满足全职永久聘书、工资、雇主资格、合法身份及安省定居意向等要求。海外学历须按官方规定提供 ECA。
TEER 4–5 applicants need at least nine months of cumulative paid, full-time experience in the offered position within the previous two years, CLB 4 in all four abilities, and secondary school education or its equivalent. Employer and job-offer requirements also apply.
语言与学历
Language and Education
TEER 0–3 通常要求四项 CLB 6；官方列明技工职业为 CLB 5。过去3年内取得指定安省学历的合资格毕业生，可按官方规则免语言考试。须考试者的成绩在递交时应为2年内。
TEER 0–3 非指定技工职位通常要求至少一年高等教育学位／文凭或海外等同学历；指定技工通常为高中或等同学历。NOC 33102 及需强制执照的职位另有条件，司机不适用该执照学历替代安排。海外学历通常须提供递交时未满5年的 ECA。
Language and education rules depend on occupation. CLB 6 generally applies to TEER 0–3, with CLB 5 for listed trades and a qualifying recent Ontario graduate exemption. Education, licensing and ECA exceptions must be checked against the exact NOC.
自雇医生特别安排
Physician Pathway
符合条件的自雇医生可以没有 Job Offer。须持 OHIP billing number，具备向安省公共医疗保险收费的资格，并为 CPSO 良好信誉会员，持 independent、academic 或 provisional 类别的合资格注册证书。
符合该特别安排者不适用普通雇主和其他申请人条件。Postgraduate education licence 不符合自雇医生路径条件；可另按有雇主聘书的路径评估。EOI 登记须依官方指示联系 OINP。
Eligible self-employed physicians need an OHIP billing number and qualifying CPSO registration in good standing. A postgraduate education licence does not qualify for this exception. Follow the official instructions to initiate EOI registration.
雇主与工作聘书 | Employer and Job Offer
雇主资格 | Employer Eligibility
- 通常须已实际经营至少3年，并在安省有申请人工作的营业场所。
- 最近完整财政年度：GTA 工作地点通常须至少100万加元总营收；官方列明的 GTA 外人口较多地区通常须至少50万加元；其他地点适用最近两个完整财政年度各至少25万加元的要求。
- 工作／报到地点的加拿大公民或永久居民全职员工：GTA 至少5人；GTA 外至少3人。
- 须符合劳动与职业安全规定；招聘证明、司机雇主 CVOR 及安全评级等要求按具体情况核实。
Eligibility depends on active operations, Ontario premises, location-specific revenue and staffing, compliance and applicable recruitment requirements. Use the employer guide to determine the correct location category and evidence.
职位与工资 | Position and Wage
- 永久职位须无结束日期；全职为每周至少30小时有薪工作、每年至少1,560小时；季节性或合同制聘书不符合要求。
- 通常须达到工作地区相应职业的中位工资；TEER 0–3 合资格近期安省毕业生可适用低位工资标准。集体协议职位有特别规则。
- 如已在该职位工作，聘书工资不得低于现有工资，且仍须满足适用标准。
- 职位须为雇主业务急需，并不得影响劳动争议。提名后的工作条件变化须按规定报告。
The offer must be permanent and full-time, necessary to the business, and meet the applicable regional wage standard. Existing employees must also retain at least their current wage. Nomination conditions continue after approval.
身份与定居意向 | Status and Settlement Intention
从加拿大境内申请须有合法身份；符合规定的 maintained status 可申请。省提名本身不会自动延长工签或赋予工作权。须证明在获永久居民身份后计划在安省居住及工作。
Applicants in Canada must meet legal-status requirements and demonstrate an intention to live and work in Ontario. Provincial nomination does not itself extend a work permit or create work authorization.
雇主完整要求 | Official employer guide →申请流程 | Application Process
- 雇主先启动：雇主在 Employer Portal 登记并提交 Job Offer，取得 Job Offer ID。The employer initiates the process and provides a job offer ID.
- 登记 EOI：申请人须在雇主提交 Job Offer 后30个日历日内登记；评分须有可核实证明。Register within 30 calendar days of the employer's job-offer submission.
- 获邀后递交：雇主须在邀请发出后14个日历日内提交职位审批申请；申请人须在17个日历日内提交申请及付款，并在雇主递交后才能最终提交。After invitation, the employer has 14 calendar days and the applicant has 17; the employer submits first.
- 获提名后：按提名条件维持获批职位及身份，并在规定期限内向 IRCC 申请永久居民。After nomination, comply with nomination conditions and apply to IRCC by the required deadline.
EOI 评分与最低申请条件是两回事。职位、工资、经验、学历、语言、身份及工作地区等可能影响分数；请直接查看官方评分表。TEER 0–3 及自雇医生符合联邦 Express Entry 资格并维持有效档案时，可依官方规则选择 Express Entry 提名；这不代表原 Express Entry 类别重新开放。
EOI points do not replace eligibility requirements. A qualifying TEER 0–3 applicant or self-employed physician may request nomination through Express Entry if federal eligibility and valid-profile requirements are met. This does not reopen the former Express Entry streams.
